Recent Changes to Be Vietnam Wise
A dated record of what has changed on Be Vietnam Wise. When the monthly check corrects an answer, the change is listed here once it has been reviewed and the pages have been updated. See how we check.
- FAQ 91 (business lines that need extra licences) now attributes the 142 conditional business lines to Government Resolution No. 66.17/2026/NQ-CP, which applies that reduced list from 1 July 2026 to 28 February 2027 in place of the 198 lines in Appendix IV of Law No. 143/2025/QH15 as enacted, and adds that from 1 March 2027 Law No. 24/2026/QH16 replaces Appendix IV with a list of 137 lines. It also notes that accounting services left the list on 1 July 2026. The investment framework, company set-up and M&A chapters of the guide say the same.
- FAQ 104 (exploration and mining licences) now states the Group IV rule clearly: under Article 88(1) of Decree No. 193/2025/ND-CP a Group IV mining licence runs for up to 10 years, including construction, and may be extended several times for a combined total of no more than 5 years; a licence supplying a qualifying public project runs for that project’s construction period, extensions included.
- The same wording is used in the app, in these guides, in the plain-text FAQ file and in the Worker that re-checks the answers; the "Reviewed" date on the two FAQ guides concerned is now 20 October 2026.
- FAQ 48 (agricultural land for foreign-invested companies) now explains that, under Article 3(46) of Land Law No. 31/2024/QH15, a company is a foreign-invested economic organisation for land purposes only if it must follow the foreign-investor procedures under the Law on Investment, broadly when it is more than 50% foreign-owned; a company at or below that threshold is a domestic land user and can take transfers of agricultural land under an approved land use plan. The land and agriculture chapters of the guide say the same.
- FAQs 32, 33 and 39 (preferential CIT rates, tax holidays, and incentives for innovation) now reflect Law No. 133/2025/QH15 on High Technology, in force from 1 July 2026: 10% for 25 years, with four years' exemption and nine years at 50%, for Group 1 high-tech enterprises, strategic technology enterprises and high-tech R&D centres; 10% for 15 years for Group 2 high-tech enterprises; 17% for 10 years, with two years' exemption and four at 50%, for high-tech product manufacturers; and the end of the separate high-tech agricultural enterprise certificate.
- FAQ 86 (anti-money-laundering obligations) now adds organisations providing payment intermediary services to the businesses covered by Law No. 14/2022/QH15 on Anti-Money Laundering.
- FAQ 91 (business lines that need extra licences) now gives the number of conditional business lines from 1 July 2026 as 142.
- FAQ 104 (exploration and mining licences) now explains that a mining licence for mineral group IV has a maximum term of 10 years, while the 30-year term and up to 20 years of extensions apply to most other groups.
- The same wording is used in the app, in these guides, in the plain-text FAQ file and in the Worker that re-checks the answers; the "Reviewed" date on the FAQ guides is now 16 October 2026.
- The How we check page no longer refers to the seven retired topic pages; it now describes the eleven-chapter Doing Business in Vietnam guide shown in the app.
- The "Find a lawyer" page and the app's "Find a Lawyer" tab were withdrawn and replaced by a Contact us page and tab: if you need assistance with your current project or have any enquiries about doing business in Vietnam, you can send us a message and we will get in touch. Investor FAQs 100 and 115, which referred to the withdrawn page, were reworded.
- A red "Tiếng Việt" button on the app home page now opens the Doing Business in Vietnam guide in Vietnamese.
- FAQ 5 (which government bodies deal with investors) now records that State management of industrial parks passed from the Ministry of Finance to the Ministry of Industry and Trade on 15 September 2026 under Government Resolution No. 66.25/2026/NQ-CP (applying until 28 February 2027 unless extended); the role of the zone management boards in issuing Investment Registration Certificates is unaffected.
- FAQ 53 (investor visas and residence cards) now describes the UD1 visa for high-quality digital technology personnel and other specially preferred foreigners, and the UD2 visa for their spouses and children under 18, added from 1 July 2026 by Law No. 118/2025/QH15, each valid for up to five years with residence cards of up to ten years.
