Solar panels and plug-in solar in Northern Ireland

Northern Ireland has its own electricity network and rules. Plug-in solar is not yet permitted, but rooftop and wired-in systems are, with different export arrangements from Great Britain.

The short version

  1. Plug-in solar is not yet permitted in Northern Ireland. Kits can be sold here, but don’t plug one into a socket until the rules change.
  2. Rooftop and wired-in systems are available, through a qualified installer, and must be notified to NIE Networks.
  3. Planning is handled by your local council. Ask whether your installation needs permission.
  4. The Smart Export Guarantee doesn’t apply here. Ask your supplier what it pays for exported electricity.
  5. Installation in a home has 0% VAT until 31 March 2027.

Why plug-in solar isn’t allowed yet, and what is.

Plug-in solar: not yet

Compliant kits can be sold in Northern Ireland, because the plug-approval part of SI 2026/848 applies across the whole UK. But the part that makes it lawful to plug a kit into a socket applies only to England, Wales and Scotland. Northern Ireland’s connection rules, the Electricity Safety, Quality and Continuity Regulations (Northern Ireland) 2012 and Engineering Recommendation G98/NI, have not been changed. The Energy Saving Trust also says plug-in solar is not currently permitted for use here. Check nidirect and NIE Networks for updates; we log any change on our recent changes page.

Rooftop and wired-in solar

A qualified installer can fit a rooftop or wired-in system. It must be agreed with or notified to NIE Networks, which runs the distribution network, under G98/NI rather than the Great Britain G98. A system wired in by an electrician, with its own protected circuit, is the way to get small-scale solar now, and it can include a battery. See Plugging in, or having it wired in?

Planning

Planning is handled by Northern Ireland’s councils, under Northern Ireland’s own rules. England’s permitted development changes don’t apply. Ask your council before you buy.

Export payments

The Smart Export Guarantee is an Ofgem scheme for Great Britain. Northern Ireland has its own regulator and supplier arrangements, so ask your supplier what, if anything, it pays for exported power.

VAT

The 0% VAT rate on installing energy-saving materials, including solar panels, has applied in Northern Ireland since 1 May 2023 and is scheduled to run until 31 March 2027.

  • SI 2026/848: regulation 1 sets the extent of each part. The plug-approval change extends UK-wide; the connection change extends to England, Wales and Scotland only.
  • Connection rules: the Electricity Safety, Quality and Continuity Regulations (Northern Ireland) 2012 and G98/NI. Any change is a matter for the relevant Northern Ireland department.
  • VAT: the Value Added Tax (Installation of Energy-Saving Materials) Order 2023 extended the zero rate to Northern Ireland from 1 May 2023.
